QUALITY IMPROVEMENT (QI) ADVISOR Full Time

Job Title: Quality Improvement (QI) Advisor, Makerere University School of Public Health-Monitoring and Evaluation Technical Support (MakSPH-METS) Program

Reporting: The job holder will directly report to the Senior Technical Officer – Health Systems

Strengthening

Job summary: The job holder will work closely with the Ministry of Health (MoH), Standards, Certification, Accreditation and Patient Protection (SCAPP) department, Regional Referral Hospitals (RRHs) and Implementing Partners (IPs) to plan, coordinate and implement QI initiatives. In addition, the Job holder will be responsible for facilitating synthesis, documentation and dissemination of QI innovations at all levels as well as support regional and district teams to implement the QI innovations to scale.

Roles and responsibilities.

• Coordinate and liaise with the relevant Ministry of Health departments to implement QI interventions for the MoH priority areas.
• Develop and implement QI work plans to address priority quality gaps and provide a strategy for national level scale up.
• Support MoH to develop and disseminate QI standards, guidelines and tools at all levels of the health care system.
• Work with MOH and IPs to identify improvement priorities using national and PEPFAR data
• Work with MoH to develop QI work plans and strategies to address the identified priority quality gaps and provide guidance for national level scale up.
• Support MoH to convene National and regional level CQI learning sessions. Such as the National QI conference
• Build capacity of the RRHs to institutionalize and implement CQI in all the hospital departments and their catchment districts.
• Build the capacity of the IPs and district QI teams to use QI approaches to improve the quality of care.
• Analyse QI performance data for benchmarking regional and district performance and disseminate the findings
• Support the regional teams (RRHs and IPs) to analyze their data and identify improvement priorities
• Conduct regular assessments for identifying QI gaps and support regional and district teams to develop plans for addressing the gaps
• Document best practices in form of case studies, success stories, abstracts, video clips in addition to the routine monthly updates, quarterly and annual reports
• Facilitate peer-to-peer learning sessions, synthesize and document emerging changes and best practices for scale up

• Undertake any other duties as assigned by the supervisor

Required qualifications, experience and competences

• Master’s degree in public health, Health Services Research, Epidemiology and Biostatistics, Health Sciences or any other related field
• Bachelor’s degree or its equivalent in Medicine, Nursing, Public health, or health- related field
• At least 5 years proven experience in continuous quality improvement
• Experience working with PEPFAR supported programs
• Demonstrable understanding of the Uganda health care system and experience in health system strengthening
• Demonstratable mentorship and facilitation skills; ability to develop and utilize QI tools and to transfer QI skills/ competencies.
